2021 Torture Case: Deputy Speaker Raghurama Krishnam Raju Identifies Accused in Parade

Andhra Pradesh Assembly Deputy Speaker Raghurama Krishnam Raju participated in an identification parade in Guntur Jail today, where he identified Kamepalli Tulasibabu as the person involved in his alleged torture during the tenure of the previous government. Tulasibabu, who is accused in this case, was recently arrested and placed under three-day police custody by a Guntur court.

As part of the investigation, the identification parade was conducted since Tulasibabu has denied the allegations. Speaking to the media after the proceedings, Raghurama Krishnam Raju stated, “The identification parade was conducted in the presence of the district judge, and I identified the accused. Among the seven individuals presented before me, I recognized the person who sat on my chest that day.”

Raghurama further elaborated, “The individual I identified, Kamepalli Tulasibabu, is well-known not only in Gudivada but also in the neighboring Prakasam district. Back when Sunil Kumar served as the CID Chief, Tulasibabu had unhindered access to his office, even bypassing standard protocols. I was informed that his rapport with the CID office was such that officers would leave the room whenever he entered.”

He also noted reports suggesting that Tulasibabu was taken on as a legal advisor during that period, questioning the qualifications or reasons for his selection by Sunil Kumar.

The parade involved individuals of similar height and build to Tulasibabu. Raghurama recalled that during his alleged torture in 2021, when he was taken into CID custody, witnesses claimed a man weighing over 100 kilograms sat on his chest. He believed that man was Kamepalli Tulasibabu. Raghurama had written to Prakasam district SP Damodar, requesting an identification parade to confirm the identity of the accused, leading to today's proceedings.
