Chandrababu Naidu Outlines Vision for Andhra Pradesh at Collectors Conference

Amaravati, March 25, 2025: Chief Minister Nara Chandrababu Naidu reaffirmed his commitment to rebuilding and developing Andhra Pradesh, stating that his government has been working tirelessly over the past nine months to restore the state from the setbacks caused by the previous administration’s misgovernance.

Addressing the third two-day district collectors' conference held at the Secretariat on Tuesday, Chandrababu Naidu urged officials to work with sincerity to ensure that welfare and development initiatives effectively reach the people. He emphasized the need for good governance and accountability, underscoring that the government is closely monitoring the delivery of 22 essential services and gathering public feedback to strengthen trust in the administration.

Efficient Delivery of Welfare Programs
The Chief Minister stressed that welfare benefits must be delivered with dignity and respect, not as mere handouts. He called on officials to fulfill their responsibilities to the people and act with accountability. “The government is closely monitoring every initiative, including citizen feedback on 22 essential services. The goal is to instill trust in the government’s commitment to serving the people,” he said.

Mega DSC Notification in April
Chandrababu Naidu announced that the government will release the District Selection Committee (DSC) notification in the first week of April to fill 16,347 teacher positions. He noted that his first signature upon assuming office was on the recruitment file and assured that appointments would be completed before the new academic year begins. He highlighted that the Telugu Desam Party (TDP) holds the record for recruiting 1.5 lakh teachers in a single recruitment drive, with 80% of teachers appointed during its previous tenure.

Vision for Swarnandhra 2047
The Chief Minister outlined the 'Swarnandhra 2047' vision document, which includes ten key principles for achieving sustainable growth. He called for structured planning at the state, district, constituency, mandal, and village secretariat levels. District collectors will serve as vision execution chairpersons, while Members of the Legislative Assembly (MLAs) will chair constituency-level planning. Infrastructure projects worth ₹55,000 crore, including national highways, are currently underway and are expected to be completed within two years. Officials were instructed to secure environmental and other clearances without delays.

Governance with Public Mandate
Chandrababu Naidu highlighted that the coalition government, which has been in office for nine months, secured a 93% strike rate in the elections—reflecting public dissatisfaction with the previous five years of governance. He stressed that quarterly collectors’ meetings would be held regularly to review progress and implement strategic governance plans.

Revenue-Driven Welfare and Economic Self-Reliance
The Chief Minister emphasized that good governance relies on three pillars: welfare, development, and self-reliance. He criticized the previous administration for incurring a debt of ₹9.74 lakh crore, which now requires repayment, including interest. Welfare programs, he asserted, should be supported by revenue generation rather than borrowing.

Chandrababu Naidu highlighted the government's success in raising pensions, stating that Andhra Pradesh now offers the highest pension in the country at ₹4,000. Disability pensions have been increased from ₹500 to ₹6,000, kidney patients receive ₹10,000, and bedridden individuals are granted ₹15,000 under a humanitarian approach. The government conducts a ‘Service for the Poor’ program on the 1st of every month to raise awareness about these initiatives.

Strengthening Public Services
The government has established 204 Anna Canteens to provide affordable meals to the poor. Under the Deepam-2 scheme, three LPG cylinders are provided per year. The administration has also repealed the garbage tax and the Land Titling Act. Other measures include scrapping Government Order (GO) 217 affecting fishermen, allocating 10% of liquor shop licenses to toddy tappers, waiving GST on handloom products, and providing free electricity (200 units for looms and 500 units for power looms). Financial assistance for house construction has been increased to ₹50,000 for Backward Classes (BCs) and Scheduled Castes (SCs) and ₹75,000 for Scheduled Tribes (STs).

Polavaram Project and Amaravati Development
Chandrababu Naidu announced that the Polavaram project is back on track with central government support and will be completed by 2027. Work on the Amaravati capital city has resumed, with financial support sought from the World Bank and the Asian Development Bank (ADB). Amaravati is being developed as a self-financed project and a global model for urban development, with the same approach to be applied to the Nakkapalli steel plant.

Infrastructure and Economic Growth
The government has allocated ₹861 crore for road repairs, covering 20,000 km of roads, with 95% of the work already completed. Under the PM Surya Ghar Scheme, the state plans to install 20 lakh solar rooftop systems with central and state subsidies. The education sector has also been revitalized with 40,000 projects worth ₹4,000 crore launched under the ‘Pallevelugu’ program. In May, students will receive ₹15,000 under the ‘Thalli Ki Vandanam’ scheme, and the Amma Vodi scheme will be implemented before schools reopen.

Targeting 15% GSDP Growth
Chandrababu Naidu set a target of 15% Gross State Domestic Product (GSDP) growth for the upcoming year. Andhra Pradesh’s budget stands at ₹3.27 lakh crore. He noted that GSDP growth was 13.5% between 2014-19, dropped to 10.32% between 2019-24, but has now been restored to 12.02% in 2024-25. A 1% increase in growth rate generates an additional ₹15,000 crore in revenue. The long-term goal is to establish a ₹308 lakh crore economy by 2047, with a per capita income target of ₹54.60 lakh.

Agriculture, Green Energy, and Tourism
The Chief Minister underscored the importance of strengthening agriculture and allied sectors. He noted that Rayalaseema has emerged as a high-income region due to horticulture and industrial investments. Anantapur, once known for drought, has now become the state’s fifth-largest economy. Andhra Pradesh leads in solar, wind, and pumped-storage energy sectors, with ₹10 lakh crore in green energy investments expected to create 7.5 lakh jobs over the next five years. Tourism growth is also being targeted at 20%.

Strengthening Law and Order
Chandrababu Naidu directed officials to improve revenue collection, particularly recovering outstanding GST arrears. The stamps and registration department will undergo reforms, and municipal governance will be streamlined to prevent public grievances. He emphasized strict action against drug trafficking and anti-social activities and directed district collectors to work closely with district superintendents of police to maintain law and order.
